Deposit Return Scheme: what retailers should be doing now

In 2027, a Deposit Return Scheme will launch in England, Scotland and Northern Ireland, where a deposit will be added to the price of some drinks.

On 1st October 2027, a Deposit Return Scheme will be launched in England, Scotland and Northern Ireland.

What is it?

A Deposit Return Scheme (DRS) is designed to boost recycling and cut down on litter. It works by adding a deposit to the price of in-scope drinks containers, which consumers get back when they return the empty container for recycling.

Drink containers included in the scheme are those made from aluminium, steel or PET, with a capacity of 150ml to 3L.

Producers, retailers, wholesalers and hospitality businesses will all need to take on additional responsibilities as part of the Deposit Return Scheme.

What’s happening in Wales?

The Welsh Government intend to introduce a Deposit Return scheme that also includes glass.

However, they are yet to appoint an administrator so details about the scheme are yet to be confirmed. 

Who are Exchange for Change?

Exchange for Change is the organisation appointed to administer the Deposit Return Scheme.

What do I need to do as a retailer?

You’ll be expected to sign up with Exchange for Change later this year and once the scheme is live, you’ll all need to operate a return point (either manual or via a Reverse Vending Machine) and pay the deposit back to consumers.

Smaller retailers are exempt from the Deposit Return Scheme if retail selling space is less than 100m2 in an urban area, with further exemption criteria to be confirmed in Q2 2026.
